Green Valley Consulting Engineers (GVCE) provided construction management and inspection services for the City of Cotati’s 2025 Street Improvement Project, part of the City’s ongoing pavement preservation program. The project included pavement rehabilitation and slurry seal treatment across multiple neighborhood streets within Cotati, improving roadway condition, ride quality, and extending pavement life.
The work included base repair (HMA dig-outs), crack sealing, and polymer-modified slurry seal applications across approximately 30,000 square yards of local streets. Streets included portions of Clothier Lane, Forno Way, Loma Linda Drive, Jagle Street, Logan Place, Water Road, Issel Court, and others, as identified on the construction plans. Additive bid items included slurry sealing and dig-outs along East Cotati Avenue and Old Redwood Highway.
Construction Management and Inspection
GVCE’s field team was responsible for:
- Coordinating the preconstruction meeting and ensuring all contractor submittals and schedules were reviewed and approved in accordance with City standards.
- Marking pavement failure locations and verifying dig-out repairs and compaction testing of HMA base repairs.
- Inspecting all surface preparation activities, including crack sealing, sandblasting, and pavement sweeping prior to slurry seal placement.
- Overseeing slurry seal placement and ensuring temperature, moisture, and curing conditions met specifications.
- Managing traffic control and resident notifications to minimize public disruption and ensure safety.
- Reviewing and approving daily reports, pay quantities, and change orders.
Public outreach remained a key component, with GVCE inspectors issuing advance notices to residents and businesses, coordinating CMS boards and traffic alerts, and maintaining close communication with City staff to address community concerns during construction.
Project Challenges and Successes
The project’s success depended on efficient scheduling and coordination to complete slurry sealing within narrow curing windows while maintaining residential access. GVCE’s experienced inspection staff ensured the contractor adhered to temperature and moisture requirements and implemented timely traffic reopening, allowing the project to be completed on schedule and within budget.
