Project Description

Green Valley Consulting Engineers teamed with Kennedy Jenks to provide Construction Management services for this high-profile $4M PCC pavement project which set the precedent for future roadway rebuilds throughout the Bay Area. Faced with cost-prohibitive bids and the continual shortage and high cost of traditional building materials (post-wildfires), the City chose a novel approach for reconstructing this mile-long stretch of Fulton Road.  PCC proved an ideal alternative given its successful use in other structural applications (dams & runways). When compared with Hot Mix Asphalt (HMA),
PCC offers lower production and maintenance costs and increased pavement durability and flexibility. All eyes were on GVCE’s CM Team as they worked in tandem with the Contractor and the City to value engineer a mix design which met both project intentions and State Highway standards, ensured seasonal deliverability, and provided for critical cost-savings.  GVCE’s CM Team coordinated throughout with the City Materials Lab. Additionally, they provided exceptional public outreach to ensure neighborhood safety and satisfaction given haul routes which extended through the residential streets of the City’s west end. Project success also hinged on achieving smooth HMA pavement transitions at numerous intersections and side streets. Additional elements included ADA curb ramp upgrades and minor utility replacements. The State-funded project was delivered in accordance with all applicable Caltrans Local Agency Procedures Manual requirements.
