Green Valley Consulting Engineers provided Construction Management and Construction Inspection services for the City of Calistoga’s Lake Street Overlay Project, a key pavement rehabilitation effort within the City’s downtown corridor. The project included pavement grinding and asphalt concrete overlay, localized full-depth digouts, curb ramp improvements to meet current ADA standards, traffic striping, and associated appurtenant work. GVCE supported the City through construction with full-time inspection, contract administration, and coordination with the Contractor, Argonaut Constructors, ensuring compliance with the plans, specifications, and City standards.
The project required careful coordination due to its location within an active urban roadway with adjacent businesses, residential access, and ongoing public use. GVCE inspectors monitored sequencing and traffic control operations to maintain access and minimize disruption, while verifying material placement, asphalt quality, and compaction. Field staff worked closely with the City and Contractor to address unforeseen pavement conditions encountered during construction, including additional digouts and scope refinements addressed through formal change orders.
GVCE also supported the City with construction documentation, change order review, and pay quantity verification. The team assisted in evaluating changed conditions and negotiated costs to maintain project schedule and budget control. Through proactive field communication and detailed inspection oversight, GVCE helped the City deliver a high-quality pavement improvement project that enhanced roadway performance and extended service life while meeting community and regulatory requirements.
Technical Highlights & Construction Oversight Experience
- Full-time Construction Management and Inspection for a combined roadway rehabilitation and recycled water infrastructure project
- Oversight of full-depth pavement reclamation, subgrade preparation, and asphalt concrete grinding and overlay operations
- Inspection and coordination for installation of approximately 1,500 LF of 8-inch recycled water main, including valves, blow-offs, services, and tracer wire
- Utility conflict identification and resolution, including recycled water main alignment adjustments to avoid gas and potable water conflicts
- Coordination of cement and quicklime soil treatment, including mix design review and curing method verification
- Monitoring and documentation of full-depth digouts, base rock placement, and compaction testing, including third-party materials testing coordination
- Inspection of ADA-compliant curb ramps, sidewalks, curb and gutter, driveway approaches, and concrete flatwork
- Oversight of retaining wall construction, including excavation adjustments and drainage installation
- Review and administration of Traffic Control Plans, including full roadway closures, detours, and emergency service coordination
- Administration and negotiation of field directives, force account work, and contract change orders, including additional HMA replacement, HMA dike installation, striping, signage, and traffic calming features (CCO #5)
- Coordination of pre-pave meetings, paving sequencing, and public notifications to minimize impacts to residents and businesses
- Detailed tracking of RFIs, submittals, working days, pay quantities, and labor compliance documentation through project closeout
