GVCE provided construction management and inspection services for the rehabilitation of one of Santa Rosa’s main east-west corridors, running from the downtown Federal Buildings to just west of Montgomery Village.  The $4.4M Pavement Rehabilitation Project (Project) was funded in part by California Senate Bill 1 (SB1) Road Repair and Accountability Act.  The road was constructed in 1966 and has not been rehabilitated in over 30 years. As a result, it had significant pavement failures and deteriorating pavement conditions.  Pavement rehabilitation included milling and replacing 0.25′ of hot mixed asphalt on all through lanes including the second through and merge lanes at the intersections of Brookwood Ave and E St., followed by pavement grid for additional strength and pavement life, followed by a 0.25′ hot mixed asphalt overlay.

In addition to roadway reconstruction, the project scope involved significant utility and pedestrian infrastructure upgrades, including:

• Replacement of 75+ water service laterals, requiring precise coordination with residents and businesses.
• Installation of 29 new ADA-compliant pedestrian ramps to improve accessibility.
• Raising iron to grade for a seamless transition between pavement and utilities.
• Traffic signal modifications at three intersections and replacement of traffic detector loops to enhance traffic flow and safety.
• New striping and pavement markers for improved roadway visibility.

Proactive Public Outreach & Community Engagement

Given the diverse mix of land uses within the project limits—apartment complexes, nursing care homes, single-family residences, middle schools, churches, and the City’s Police and Fire Headquarters—GVCE’s CM and Inspection team played a crucial role in public outreach and stakeholder coordination to ensure minimal disruptions.

• Continuous Community Communication – GVCE facilitated ongoing public notifications through direct outreach, project updates, and coordination with Santa Rosa’s Public Information Office. We proactively informed residents, businesses, and institutional stakeholders about upcoming work schedules, water service shutdowns, and temporary driveway access limitations.

This successful project demonstrated GVCE’s ability to balance complex construction challenges with effective public engagement and stakeholder coordination, ensuring the timely and efficient delivery of a vital infrastructure improvement for the City of Santa Rosa.
